Cong. Leni has sought to replicate the success that they have seen with the Naga People’s Council through House Bill 4911, which is also known as the People Empowerment Bill. The bill wishes to create a space for civil society organizations to participate in policy-formation and decision-making processes of the local government.
Naga has successfully demonstrated that a grounds-up approach can work, and that by listening to the common citizen, an LGU may be able to source the best solutions to local issues. Furthermore, actively engaging the community as a partner of local governance deepens the relationship between those governing and those being governed, increasing mutual understanding and trust in the process..
Iyon ang tunay na diwa ng demokrasya at malinis na pamamahala – mas kasama ang ordinaryong Pilipino sa kanyang gobyerno. Paramihin pa ang paraan para sila’y mapakinggan tulad ng mga City Councils.
